Commissioners will decide whether to approve 139 for-sale homes proposed for 1301 Dove Street when the Newport Beach Planning Commission meets Thursday, July 9, at 6 p.m. in City Council Chambers. The public hearing gives residents a chance to weigh in before the vote.

The project, filed as planning application PA2026-0046, would replace an existing Class-A office building off MacArthur Boulevard in the airport area near John Wayne Airport, according to the city's planning database. The application was filed March 9 and is classified as a major site development review with a tentative tract map. City planner Oscar Orozco is assigned to the case.

Key details about the 139-unit proposal have not been made public in accessible documents. The full staff report, which would include the developer's name, building design, affordable housing commitments, and fee obligations, is part of the agenda packet the city posted Wednesday, July 8, at newportbeachca.gov.

The hearing fits a pattern of office-to-housing conversions in the airport area. In June, the commission unanimously recommended a separate 132-townhome project on Dove Street by Lincoln Property Co. for City Council approval. That project included seven very-low-income affordable units and carried roughly $5.6 million in combined fees. The two Dove Street projects share the same street address but carry different application numbers, and their relationship is unclear from available records.

"Staff did a good job … getting low income, and it's very low income, which is not being considered by a lot of projects, especially in our town," Commission Chair Tristan Harris said of the 132-unit project at the June hearing, as reported by the Daily Pilot. "It was fair deal and trade for the city."

The city hired Kimley-Horn and Associates in January on a two-year, $610,000 contract to prepare a specific plan for development near John Wayne Airport, which would guide future housing and commercial projects in the area.
